Any hints?

The string I believe is UTF-8 encoded. I tried decoding that to different encodings but with no luck.

I know UTF-8 is variable length and played with it a little bit but no luck even there.

I'm short on ideas.

Twitter is displaying utf-8, ... input is utf-8 compatible... but somehow this is a different encoding...

I'm quite sure it's Mojibake but I still miss what encoding I'm supposed to use. I bruteforced all I found to see if encoding/decoding produced something that I could read but nothing came out.

I was quite sure it was cp932 the orignal encoding because a lot of characters are present only in that encoding but doesn't seem like it is? (https://www.compart.com/en/unicode/charsets/containing/U+6756)
